Laura Seng represents healthcare industry clients in transactional and compliance matters. She leverages her nearly two-decade career as a registered nurse and hospital director of pediatric patient care services to provide pragmatic solutions for operational, compliance and legal challenges facing healthcare entities in a highly regulated industry.

Laura represents hospitals, physicians, multi-specialty clinics, healthcare organizations, laboratories, pharmacies and providers. She advises on healthcare regulatory issues, including Stark law and the Anti-Kickback Statute, Medicare and Medicaid billing guidelines, fraud and abuse laws, and Health Insurance Portability and Accountability Act (HIPAA) compliance.

In conducting internal investigations for corporate compliance matters, Laura defends clients in government investigations and whistleblower actions related to Medicare, Medicaid and the False Claims Act. 

Her transactional practice includes professional service agreements, the creation of strategic alliances, hospital and provider mergers and acquisitions, professional licensure actions, state and federal agency administrative actions, and corporate governance matters.

  • Guided the South Bend Medical Foundation, a non-profit full service laboratory, anatomic pathology and blood product service provider, in the sale of its clinical diagnostic testing service line to a subsidiary of Laboratory Corporation of America, which included 15 months of due diligence, 10 months of negotiations, a Hart Scott Rodino filing, as well as advising on employment matters for more than 500 employees, and contracting matters for multiple facilities and service centers, healthcare regulatory issues, and service agreements impacting more than 80 hospitals, physician groups and other healthcare providers
  • Advised hospitals’ in-house attorneys regarding structuring various ventures and affiliations with medical staff members to be in compliance with healthcare regulatory requirements
  • Advised on how the Stark, AKB and fraud and abuse laws affect various health care transactions and contracts
