In addition to municipalities, Rich’s clients include banks, universities, hospitals and private developers involved in incentive-driven economic development initiatives. With holistic experience representing private and public sector borrowers, Rich has drafted legislative amendments to tax increment finance and municipal law.
As bond counsel, he advises on tax-exempt and taxable debt, including taxable adjustable-rate bonds, general obligation bonds, refunding and revenue bonds, and lease/purchase financings. He also serves as underwriter’s counsel.
A dedicated team player, Rich strives to cultivate collegiality and buy-in at every turn. He thrives under the challenge of assembling the pieces of the transaction puzzle and in structuring the deal in a way that is effective for his client and their constituents.
