Stacy’s clients include a wide variety of healthcare providers, medical societies and healthcare technology companies. Her practice encompasses a broad range of regulatory matters, including fraud and abuse laws. She assists clients in establishing compliance and in responding to government investigations and audits. She defends clients facing disciplinary action before the medical licensing board and other state and federal healthcare regulatory agencies. She advises physicians and hospitals on medical staff matters.
Stacy also guides clients through the various aspects of HIPAA compliance, including drafting policies and procedures, drafting and negotiating business associate agreements, handling large and small breaches, and defending clients under investigation by the Office for Civil Rights. She advises clients on privacy laws that apply to substance abuse treatment facilities, and has assisted a number of national healthcare specialty societies in the creation and operation of quality improvement and clinical research databases.
Stacy rejoined Barnes & Thornburg, where she practiced from 2006 to 2016, after two years in-house as general counsel of the Indiana State Medical Association, Indiana’s largest professional association for physicians. Stacy also served as the lead litigator and directed all litigation and investigations for the Kansas Board of Healing Arts, the licensing agency for physicians and other healthcare providers in the state.
Because Stacy worked in-house and for a regulatory agency, she understands the myriad perspectives involved in the decision-making process for healthcare organizations. In addition, she also honed her ability to explain complex issues in a way that is both understandable and actionable to a wide variety of healthcare professionals and boards operating at all levels.
