Tom represents governmental entities and private sector clients in complex commercial litigation, related transactions and regulatory matters before state and local governments, the Delaware Supreme Court, the Delaware Court of Chancery, the Delaware Superior Court and the Delaware Public Service Commission.
A former Delaware deputy attorney general, Tom has also worked for two Delaware governors and has an undeniable knowledge and understanding of the highest levels of state government. He brings a strategic approach to managing and solving the most challenging issues and disputes, with an ability to achieve results by combining strong legal skills with solid insight into government, media and politics and their idiosyncrasies.
As Gov. Jack A. Markell’s most senior adviser, Tom managed the day-to-day oversight of the senior staff and cabinet, and was a key leader in helping the state deal with issues in the wake of the post-2008 global financial crisis. He also served as chief legal counsel and policy director to former Delaware governor and now U.S. Sen. Thomas R. Carper; he supervised legal operations for the governor's office and, as policy director, developed the governor's policy and legislative agenda. As a deputy attorney general, Tom primarily handled securities and consumer fraud cases.
Additionally, he has conducted state-appointed investigations in high-profile matters and has been nominated to various boards and commissions.
