Stephen regularly represents taxpayers against the Internal Revenue Service in civil and criminal tax controversies, both in administrative proceedings and in litigation in the United States Tax Court, Court of Federal Claims, and District Courts.
Stephen is a frequent speaker at tax seminars and is listed in The Best Lawyers in America under Tax Law. He is one of only 12 Indiana attorneys inducted as a Fellow of the American College of Tax Counsel.
Stephen has served as chairman of the Taxation Section of the Indiana State Bar Association. He presently serves on the Civil and Criminal Tax Penalties Committee of the American Bar Association's Taxation Section. Stephen is a Fellow of the Indiana and American Bar Foundations.
A native of South Bend, he received a B.A. in economics and political science with distinction from Purdue University in 1963. Stephen attended Cornell University's Graduate School of Business and Public Administration and received his law degree in 1966 from Notre Dame Law School, where he was the Survey Note and Book Review editor on the Notre Dame Law Review.
Stephen is a member of the Boards of Directors of The CASIE Center, Inc. and Home Management Resources, Inc. He has served as treasurer of Memorial Health System, Inc., a member of the Executive Committee of Memorial Hospital of South Bend, Inc., chairman of the Summit Club of South Bend, Inc., vice-chair of United Way of St. Joseph County, Inc., and secretary of Morris Park County Club, Inc.
Stephen served as the vice-chair of the Firm and the managing partner of the South Bend office from 1985 to 2001. He is admitted to practice in the state of Indiana.
